Login to your admin email account via http://webmail.yourdomain.com
Once logged in click on "Web Admin" which is located top right hand side of the page.
(If this is not present your user is not admin, in which case you will have to ask the relevant user to do this or login as them).
You should now see the domain properties page, from the left hand navigation click on "User Administration"
At the bottom of the page you should see a button marked "Add". Click this to add an account.
Enter the relevant details and click "Save" to create the account.
